Since the start, I’ve been wondering whether or not a person caught cheating could be forbidden in games. How about if 2 players are expected of cheating by 1 of the players purposely folding the better hand to the weaker hand after the river, can the players at that instance be asked to lay down or show their hands at the table or otherwise just to the dealer at least?

In a casino, if a bet is called on the river, any player may request a hand be shown if a player mucks his cards. Typically this is not allowed in hands that are not called down. In regards to suspected cheating, these matters should be brought up with the floor staff or supervisor in charge of the poker room. They have processes in place for such matters.
In a home game, the best thing to do if you are suspicious of cheating is not to play in the game.
